No, it threatens struggling parents with failure in a way that should wake their arse up.

I imagine this would also focus the efforts of teachers on the students most behind (or who have already needed to repeat), so don't give me any crap about resources. The kids that have been reading since 4 or 5 will be ignored for half the year while the teacher and assistant buckle down until Timmy can read a Dick and Jane.

This right here. Standardized testing has killed public schools where all they worry about is getting as many students to meet the minimum.

This will just make this worse as the schools don't have time, money, or care to focus on the top students.

eta: What are they going to do with students that can't pass the 3rd grade test? Just keep them in third grade? Kick them out? Just send them to special ed which also doesn't have funding or resources?
