Of course it is, if they are banned. In your scenario it just means everyone is a cheating, which I would guess is the case in sports like cycling and professional bodybuilding at the top level.

I don't care what an individual puts in their body if it's not harming others. But if they are competing in a sport where PED's are banned but some are using PED's while others are not it's obviously cheating. How can that even be argued?

I don't understand your argument.

You keep saying in a sport where PED's are banned. The olympia is not banning PED's.
