If the are concerned about the constitutionality of the law as written then why would they draft the bill in such a way where it only applies the St. George incorporation (by adding the language saying it only applies to populations over 440,000)?

If it does pass how long does the law get fought in the courts?
Does it delay the vote?
Also, shouldn't StG have the votes to win outright anyway?
