That's his problem, not his neighbors. If this was his situation before an HOA existed, then he'd have a right to complain. But he signed up for this.

I wouldn't have a problem with it if I lived there, and I think HOAs get out of hand. But he moved there because he wanted neighbors that fit a certain criteria, as did his neighbors.
