I disagree. Whatever impediment that happened didn’t keep 20 from winning. If you want to penalize the winner/jockey do it with a suspension or something. If the horses he impeded wouldn’t have won do with the result.

That's not true at all. He had to take it slightly wider. He also lost the two horses next to him, and you know horses often benefit from running in the pocket of one another. It through the rhythm off for the 3 horses outside of 7.
The other two were fricked much more, no doubt about that.
