The new AD bears no responsibility for O being the HC. Thus, if he feels someone else would be better suited to run the program he will have no hesitation to make the move. So yes, O's job security is lessened with the "firing" of Alleva.
You could also make the opposite argument. With your boss on the hot seat, you're more likely to get fired because they're trying to do something to save themselves rather than when your boss is secure and you're meeting expectations, you're less likely to get fired.
