If plenty of people are wanting to adopt than why are is there a shortage on foster homes and why are there still so many foster kids?
Take a visit to a childrens home then let me know what the plan is when we add more children to the system. Shouldn't plan one without the other.

My sister does fostering and a ton of those kids are just not adoptable.
