You won’t be starting at Ponca in late June. You would have to be real lucky. By late June, generally the furthest upstream you can start is at Gilbert. And even then there will be a lot of dragging and getting out and walking the canoe.

I appreciate yours and others advice. We're used to trips in WNC were water levels aren't an issue. You just go whenever you feel like it. I'll call some of the outfitters tomorrow and see what they recommend.

Mid to late June from Gilbert is usually fine. Minimal drag. Source: I do this trip annually about the same time of year.
April/early May is the best time for Upper Buffalo kayaking. That's the most spectacular part of the river as far as scenery and waterfalls. You'd need a lucky rain to do it in June. When that happens, locals will take a mid-week day off work to get at it.
