I don't really care if a biker doesn't wear a helmet, as it cannot effect me in anyway.
There is a slight potential for someone driving a vehicle to get thrown out of and/or bounced around in their seat if they lose control of their vehicle. That could cause a bad situation to become worse if they cannot regain control of a vehicle because they're not in their seat. A seat belt is a safety device, but it also serves a dual purpose as a control device. A helmet is simply a safety device. You could argue, however, that a helmet with a shield serves as more than just safety. If a bug, or object, hits someone in the face.......
