1) Obviously the O is worse than the NBA. The NBA is full of NBA players. Relatively few players on even the best college teams will ever play extended time on an NBA roster.
2) The O is slower because to create good shots with worse players, you need to run offensive sets, move the ball side to side, get guys set up in good position on the block, etc. That all takes time. This is made more difficult without the spacing provided by the NBA 3-point line (and NBA 3-point shooters).
Then, you have to score on defenses like UVA, TTU, Duke, etc. who are busting their arse every possession with big-time athletes.
Taking your time is smart for most teams.

I completely agree. When you're less talented, you want fewer possessions to increase the volatility of each possession.
