Interesting. So she stupidly thought this was beneficial to have it introduced in both Chambers of Congress?

But for shicks and giggles, can a House Bill, prior to being voted on by the House be preemptively voted on by the Senate and if so, what codifies that?

That is a common strategy. If her bill is killed in a House committee, the Senate vehicle can still move.

Technically a HB has to start in the house, but they can do whatever the hell they want with rules.
