I know multiple people that use Ice Eaters in the midwest, but the idea that's having any sort of drastic effect is laughable.
I've said this on here many times, what causes the waterfowl to stay in the midwest is the industrial outcharge from cooling the factories and powerplants. Most of those are not hunted.
If you are using an ice eater you are hunting it. How many ducks is a swimming pool that is hunted holding?
