All of this info is correct. The only minor thing to add is that after special ed kids are added to the roster, then children under the federal poverty line are added. Then, if there are any slots left over, it’s first come first serve until al slots are filled with those parents paying tuition to attend. If you can get in, it’s much better and cheaper than daycare.
