My daughter's going through Pre-K testing right now.
Apparently they take into account how much extra work the child needs to be prepared for kindergarten, as well as, parents' income and parents' education level to fill up the spots.
Our school nearby has 20 spots for 28 kids.
My wife and I are screwed.

Pro tip:
If your kid tests for, and passes the gifted screening for pre-k they can go for free. Also, any Disabilities/needs like speech therapy etc can land you an automatic spot, for free, as well.
