Then kids are self-incriminating themselves and the schools that offered on 247sports all the time if "offer" is an NCAA violation. Man, get real. The word "offer" is used way too much for that to be the bar.
"Payments and inducements" is an NCAA violation. That's not on the wiretaps released so far.
