I see what you are saying. We have no parking on streets but that is also against local law (but never enforced apparently)

But, an HOA cannot allow something that is illegal by Fed, State and Local law and typically cannot control any property that isn't theirs like streets.

So, if people are saying an HOA allowed golf carts (meaning wrote into by-laws in restrictions that they are ok) but it is illegal then I don't believe them.

100% in agreement with you. Despite having this in our restrictions, the Board is basically powerless when it comes to enforcing these rules. I guess that was the point I was trying to make. I chimed in because this is a problem we have in my neighborhood every summer.
