There is nothing about the military control of Pakistan that makes me think they aren't rational actors.
This isn't ISIS gaining access to a nuclear arsenal. The brass and secret police of Pakistan have had the capability to launch a missile for a long time, with several minor engagements with India (and the US), and they've never had a trigger finger.
