It must suck to always be wrong.

Article 1, sec. 10 does is not enforceably dependent on federal supremacy. It is explicit. No state shall enter into compact or form a confederation with another state. You are ignorant of history. Article 1, sec. 10 was a specific response to the crisis encountered under the old Articles of Confederation, during which time 4 mid-Atlantic states attempted to form an economic union.

No state may compact with another state to prevent competitive fracturing of our federal union. The election of the national executive was EXTENSIVELY addressed with 3 separate plans at the Constitutional convention. Direct election was rejected. You should also educate yourself on the meaning of "finely wrought."

This compact is unconstitutional both in fact-textual and historic original intent interpretations.
