I've lived in Texas, New Hampshire, Louisiana, Wisconsin, and Alabama.
Best is easily Texas.
Worst is a tie between Louisiana and Alabama. I guess I'd give the edge to Louisiana based on crime, traffic, and air quality (yea, I'm talking about Baton Rouge).

There's plenty to dislike about BR but air quality? It always seems to be fine to me.
