People are going to be REALLY disappointed when it isn’t done huge pedophile ring connected to season 1.
The Hoyt family paid Julie’s mom to give her to them to replace the dead granddaughter, and then killed her in 1988 fir wanting more to stay quiet. The one eyed black guy in this episode was the one seen driving around in the sedan in 1980 with a white woman, presumably the Hoyt daughter who lost her kid. The cop who is now head of Hoyt security helped cover it up by planting evidence in 1980 and was killed in 1990 by Wayne and Roland, presumably after they find out about his involvement and that he killed Tom. We can assume that Hoyt has the cousin killed in 1990 for talking.
That’s gonna be how it goes. The only real question are what happened to Julie from 1980 to 1990 and then after all the events of 1990, and who actually killed her brother. My best guess is the one eyed black guy.

This is all correct of course, but the one thing that is still odd is why was the boy killed? I don’t think it was planned. Perhaps he tried to save his sister (they were close). Why the pose? Conceivable it was purely a distraction for investigators, but they easily could have removed the body. It does seem that his sister does not know he was dead, which if he had been killed trying to intervene in her abduction she probably would.
I almost wonder if the incidents with both children were not related. Perhaps Tom has run afoul of the church somehow related to him being gay?
The boys body being left ritualistically doesn’t seem to jive with the “he was killed trying to defend her” angle.
