Yeah - but.
Schools that inflate their stated "Room / Board" and then give the general admission students a "scholarship" with a reduced rate for said "Room / Board" can then use the inflated number as a benchmark for the "stipend".
If bama's R&B is published as $8K a year, that is what they use as a stipend to pay the athletes. Not illegal, but certainly not equal to other institutions. That may be the OP's point about unequal stipends.
It ain't NASCAR where everything is equal. Allegedly.
