Tie between Louisiana and Mississippi for government, Florida and Mississippi for its people.
And I live in FL. If it were just the coastal areas it would be a totally different story. However, the central areas of the state ruin it for everybody.
There's certain areas in Arkansas I would live before most other areas around the country except on the beach. There's others you couldn't pay me to live there - which is the case for the entire state of MS.
