This is how I see it. If you take a job with the federal government and you know, as all adults do, that we have federal government shutdowns. Those people that work for the feds know it could happen and should save for when it happens.

Or, politicians could do what they are elected to do and NOT allow the government to shut down.

That is a bigger issue than federal employees not saving money, especially since the politicians still get paid.
