If your issue are the drug addicts and homeless, it’s better to avoid any hotel along Geary, Ellis, O’Farrell, etc. From the intersection of those streets and Market (down to Twitter and Uber HQ), there are plenty of people that will make you uncomfortable.
When I’m in SF for work, I always prefer to stay in one of the hotels on California in Nob Hill, a neighborhood close to a Chinatown, but has easy access to Van Ness when you want to get out of downtown. Not sure if any will be at your price point (there are a lot of factors for SF hotel pricing, including conferences), but check out Scarlet Huntington, Fairmont, Stanford Court, and Intercontinental.
