Are the teams in the HBCU conferences eligible for the FCS playoffs?

They prefer to host 'Classics' versus the fcs playoffs in which most swacs and meacs teams would not fare all that well against other fcs, outside a couple years. The Turkey Day Classic, Bayou Classic, Magic City Classic, Southern Heritage Classic etc are bigger draws for them than a road playoff game...since some of those games are played around the time the FCS playoffs start.

Thanks didn't know how that worked. I always thought of the SWAC as having talent at least equivalent to the FCS conferences I was familiar with. I wonder if the HBCU conferences have lost ground over the last 10-20 years.
