They didn't sign a full class last year so they can make up the difference from last year this year as long as they overage from 25 are early enrollees which you know that will happen. I think they can either sign 28 or 29 players in this class if my memory serves me correctly. Easy to look up though if someone wants to.

It's all above my head, but 28 is the number everyone is saying.

I just don't get because we all heard how 25 was the hard cap, period. Obviously, it's not so simple and it's above me.. but geez.. This really sucks.

I believe that rule changed last year to a hard cap of 25.
