My guess is they had a vote stuffing party. A couple dozen good people sitting in a safe house filling in thousands of ballots.
Probably drankin a lil something, smokin a lil something. Easy to forget to empty out the rental car when you faded.

Maybe his job was to distribute and collect ballots from precincts around the county?
Rental makes sense if he didnt want to claim mileage on his POV.
