Pre-existing conditions weren't the primary cause of premium hikes in Obamacare. Keep in mind that 90% of the 'newly insured' on Obamacare were people who went on Medicaid with a small fraction of that being people who replaced outlawed plans with ones from the market.

Medicaid already covers preexisting conditions.

The key is to design a system that covers preexisting conditions so that sick people don't lose coverage when the lose their jobs and cobra runs out while simultaneously discouraging rent seeking.
