I know I'll get blasted by someone with a child that has a life altering pre-existing health condition, but "pre-existing" conditions are one of the primary ways insurance companies manage and estimate risk. Wanna know why your health insurance premiums sky rocketed because of Obamacare? The ACA removed 2 of the most fundamental ways insurance companies manage their risk...the first was the pre-existing condition, and the second was the lifetime maximum ceiling on policies.
Think of your homeowner's policy...there are several "pre-existing" conditions that are excluded from your policy. Otherwise, people would simply buy insurance after their house burns down...and you policy has a maximum ceiling that it would pay you if your house blew up..

The simple but more classic example is car insurance.
I go out and total my Corvette while uninsured. The next day, I go buy a policy from Allstate and file a claim demanding that they buy me a new Corvette.
It’s insane.
