That was Dr. Oyama aka Lord Dark Wind, who was the inventor of the adamantium bonding, which comprises Wolverine's bones and claws. He brings Bullseye to Japana to give him the surgery that makes him more athletic and can take a punch better in exchange for becoming his lead assassin
