Never seen a wide load escort? The planes are worth millions a piece. I'm sure the government could afford it.

Back in the day I was in charge of trucking a F4 Phantom for the Navy, even with the wings folded it was a oversize/ too tall load, we had police escorts, a couple of dozen personal in other vehicles, and took two days to move 150 miles. I can imagine the time and manpower and equipment required to move a dozen planes like the F22. The F22 does not have wings that fold and it probably requires a lot of man hours to remove them, and additional trucks to transport them.
