It's the lack of recruiting because of the offense. No high school QB, OL, or RB with real NFL aspirations wants to play in that system. I remember a quote by Jon Dwyer after the Steelers drafted him where he basically said he had to learn to play RB all over again.

Basically. CPJ has had 11 years to prove people wrong about recruiting and he has never had a decent class. So either he is a bad recruiter, the offense leads to bad recruiting or a combination of both.
