Him winning AFL POY were both a fricking joke. He didn't lead the league in a single passing statistic either year and had 15 TDs to 17 INTs in 1968 (his first).

It was an even bigger popularity contest for major market players back then as it is now.

The year he threw 4,000 yards he had 26 TDs and 28 INTs and attempted 64 more passes than the next guy.

ETA:

I'll concede he was a gunslinger, but he certainly was not a "great" quarterback. If he was a boring person that played for Buffalo, no one would ever talk about him.
