This is an absurd argument because the difference between catching a cow and catching a deer is night and day. Sure some high fence are super tame, but for the most part good luck catching a high fence buck.
There's no way you could fine or charge someone for shooting a high fence deer outside of the fence. I have never looked at a buck for any sort of collar or tags.
If I'm buck hunting I usually take a quick count of tines on one side, look at their height and mass, and maybe their spread.
I'm not doing a neck and ear check ever. Bow hunting is a little different as you sometimes have time as you are waiting for them to get closer and they are also within 50 yards. But rifle hunting if a buck is at 150+ yards I'm not worried about doing a full body inspection.
