North of campus can be a bit sketchy, but I lived there for two years and I personally had no problems, if you have to go in that direction, just be careful, and avoid it at night if possible. It's honestly fine during the day.
For food near campus, like people said, the Chimes is a very solid choice. There's also Louies for greasy breakfast food, Koi for asian food, Inga's for sandwiches and you can't go wrong with Pita Pit for a quick bite. The original Raising Cane's is also in that area.
For bars next to campus, Barcadia is a nice place. Good atmosphere and plenty of arcade games. Chimes has a good beer selection and I think a new bar just opened up on Chimes Street, I forger what it's called.
Here are some of my other favorite food options farther away from campus:
Pizza: Red Zeppelin on Perkins or Schlits and Giggles either on Perkins or Downtown.
Burgers: Fat Cow on Highland, Your Mom's on Burbank, or Breck's Bistro on Burbank.
Chinese: Nine Dragon on Burbank (crappy looking little hole in the wall place, but the coconut chicken is perfect).
Mexican: Superior Grill on Highland
Ribs: TJ Ribs on Acadian or Siegen
