The agency also falls far below the national average of female representation in law enforcement, with women making up a paltry 4 percent of state troopers.
Samuel Walker, a professor emeritus at the University of Nebraska at Omaha and an expert on police accountability, described that rate as "impermissibly low." Women make up about 13 percent of law enforcement nationally but are better represented in larger, municipal forces.
Yeah, because in those other departments the women have partners...troopers ride alone 99.9% of the time.
Not many women want to do that.

The feds took particular exception to the agency's entrance examination, noting that 66 percent of white applicants passed the test between 1991 and 1996, compared with 25 percent of black applicants.
ahh...so its the tests' fault

I took the test around 2010 or so before they changed it..It was pretty much common sense and paying attention to your surroundings..Someone comes into the room and screws around with some stuff and suddenly part of the exam was describing what just happened...It was in no way biased, it weeded out exactly who it needed to..
I turned down going into the LSP because the pay was shite compared to my current job was paying by the time they had an open class 3 years later
ETA: You also needed a degree or some type of Military service so that would eliminate a few dozen people right there
