Pretty sure he is. Go ahead and tell us how. FYI, they fuel up helicopters while running and while your fueling up your car, other cars can roll right past you or pull up behind you, their running engine closer to you fill spout than your own engine.
You biggest concern is static electricity, whether you engine is running or not.
The level of stupidity here is mind numbing

I heard that it would mess with your gas gauge when I was little. Don't remember the reasoning but that was the story.
