Well with all the talk of censorship by social media these days, can no one envision a not so distant future of ISPs blocking websites due to "hate speech"?
Because I can.
And if you want to call social media monopolies due to barrier of entry, then I should introduce you to the barrier of entries associated with ISPs

How would this come into play specifically with regard to Net Neutrality repeal? How is it connected?
