These things are probably a bigger problem than the cost. It is damn near impossible to get approval to build roads through swamps/wetlands anymore. Should be a bit easier under Trump but still requires wasting millions on “environmental impact” studies. Hwy 1 to Fourchon only got approved because it was a national security thing with the LOOP
And now if you want to build a road through a black neighborhood it is racist and any northern loop inevitably affects north BR black neighborhoods.

and on the Fed level this could get passed rather easily. only thing is the Louisiana politicians would needed to get out of the way.
