If you asked people, ticket or chance to make it go away with warning on a flip of the coin. People would take the coin flip 100% of the time.

This was an arrest, not a ticket.

I think it was a coin flip to decide if she'd get a ticket for speeding or get arrested for reckless driving, not to get off Scott free.
