I'd actually prefer this.

If the good guys get a draw on the criminals first then we can take care of the problem once and for all. That's better than what we've been doing which is let the police harass everyone in dragnet fashion, pissing off innocent people and only getting the criminals on warrants and minor violations allowing them to hit that revolving door of justice and be back out on the street wreaking havoc for the rest of their lives. If they are convicted then the taxpayers on the hook for their food, water and shelter off and on for who knows how long until the streets take them.

If we rounded up all the Urban leeches and set them loose in the country and told them, "go a-robbin'" society would probably be clear of criminals in a couple months. Sure we would lose a couple good old boys in the process but that's a small price to pay.
