Can someone please provide help on how to view Houston Astros games in Baton Rouge area when subscribing to Cox for cable and internet while also paying for MLB’s at bat app but getting blackout restriction on all Astros games through app on AppleTV?

Unfortunately you will find, that DirecTV has the market cornered in more than just the NFL. Their AT&T Sportsnet has an exclusive contract with the Houston Astros as well as the Rockets. I was set to leave DirecTV for Cox when I realized Cox did not carry AT&T Sportsnet. Neither does any other TV service. Of course, Cox, Dishnetwork, and others can buy into the programming but in doing so, they would be advertising for AT&T and DirecTV. Also, if you go with the streaming route you will get the national broadcast. Meaning you will not get Blummer, Todd Kalas, and the lovely Julia Morales on the broadcast. Having to watch the national bozos trying to sound informed about the Stros, was a deal breaker for my family. Blows my mind that they are allowed to blackout Astros games in Baton Rouge because we are considered to be local.

Without being a DirecTV or AT&T U-Verse subscriber (or having a subscriber login) you won't catch AT&T SportsNet Southwest.
You could always look into the VPN route and cast it to your TV.

To clarify some of this, it's not that DirecTV has the market cornered. This is a league-wide deal. MLB teams are paid a great deal of money by regional broadcasters for exclusive rights to broadcast the games. Part of that is if you live within a deemed blackout area for a specific team then you cannot stream those games. Blackout Map The only way to "legally" watch the teams is by subscribing to a service that provides the channel. You can currently stream in-market via mlb.tv or the mlb at bat app if you are a subscriber to DirecTV or AT&T U-verse. The blackouts rules have been loosened a little over the last few years. I think eventually we will be able to stream any team we want but the cable companies aren't just going to walk away from their deals with the teams.
AT&T U-Verse also carries AT&T SportsNet Southwest.
You do not get the national broadcast for streaming games. There is not a national broadcast for every game. Even if it were a national broadcast it would be on ESPN, Fox, FS1, MLB Network. A large majority of the games on MLB Network are just the regional broadcasts of the games. I subscribe to PS Vue and if the Astros or Rangers broadcast is on MLB Network, the blackout applies there as well.

mlb.com - $89 for the year for one team. $119 per year for every team.

mlb.tv and is still subject to in-market blackouts unless you have a cable login for a provider with AT&T SportsNet.

My bad, I forgot about that. Living in Alabama, I don't see that on Astros' games.

Get a location spoofer - I’ve used unlocator.com for the last couple of seasons no issues. Won’t work on your phone (app used gps) but will work on Roko/Apple TV
