CompuServe - in the 80's. It was primitive but it had message boards and chat rooms and news articles you could share later in the early 90's.
Compuserve charged like $5 an hour in the mid-80's for the internet which is like $15 today. But it was the first to connect people on a large scale and share information before the 90's.
