I was told the legal procedure may not be as simple as it goes to JBE anyway and there could be some other things legally that could happen to prevent it ever getting that high. I am assuming someone from JBE's office and/or Broome's office (who has already released something negatively about this idea) has gotten a hold of Cole at least and told him to rein it in and walk it back. JBE would be crucified either way and lose votes he cannot lose if he wants to win next go around.
