Exactly
Congress is where the current public sentiment gets turned into law. And these folks have to submit themselves to re-election every two years. They have to be sure they are reacting to what the public'' really wants - not just react to some mob outside their bedroom window, or the gleam in some university professors's eye. But they have to do it within the constraints of the Constitution - else wise it gets slapped down.
And if they don't like it - they can write an amendment to the constitution to enshrine whatever new 'right' they want into the constitution.
Just like it was supposed to be - like it was when USA became the greatest force for good the world has ever seen.
