He said something stupid and ill-advised, and a certain criticism for that is not unwarranted. Given that he immediately recognized his error and manfully apologized fior it, calling him an “enemy of the people” seems to be something of an extreme overreaction.
But Fox Mulder is not really known for subtlety, self-control or nuance.

So, you piss me off by something you said, I put a bullet in you to show my disdain for what you said but then I realize I shouldn't have shot you, I apologize and you reply "it's okay, you recognized your error". Jeez.
