This didn't happen under Wray's watch. His arse isn't in the jackpot. I don't know why he feels like he's got to be a protective mouthpiece for the FBI. He's given nothing but scripted deflection to protect the FBI from any criticism.

Because he has to defend HIS people. And by that I mean the FBI as a whole. If he doesn't do that, he doesn't have the backing of the common FBI agent, and without that, he's done before he even gets started.
He literally has to rebuild an entire culture at the FBI and that can't be done if the rank and file don't trust you. Bur the dirty motherfrickers down to the ground, but defend the rank and file who did nothing wrong.
