Hamas was designated a terrorist organization in 1997. Which was about 10 years late, because they had been carrying out terrorist attacks against civilians since they were formed

You are correct, I did not remember it correctly. It was economic sanctions intended to pressure or starve out the Palestinian Authority (PA, which after the 1/2006 elections is led by Hamas instead of Fatah). That was when they actively started referring to PA as a terrorist organization. Of course pretty much all of Palestine and the population fits into the category terrorist and probably always will. For multiple generations terrorism is all they have known, it is their life (at least till they strap up and go boom).
