How can a prospective student who lives out of state get TOPS?

This was back in 1999, but I went to high school in FL, but my dad lived in Louisiana. I still qualified for TOPS but had alternate academic requirements I had to meet in order to be eligible. (alternate meaning much easier) I had no GPA requirement, no required courses (physics, etc). I only had 2 requirements; to graduate high school, and score at least 3 points higher on the ACT than what the state average for Louisiana was for that year (was a 19).

As for legacy scholarships to get in-state tuition, I would guess that the majority of LSU grads that leave Louisiana go to Texas. Just get your kids set up to qualify for the Texas Tiger Scholarship program, and there you have it. LINK

LSU has a huge alumni base in Houston and Dallas. I’d think they would have an in-state program for Texas available for legacy candidates at least. Several schools offer something similar across state lines.

The Texas scholarship only gives you a 20% discount off the out of state? I’d just send my kids to a Texas school.

If they're top 10% of their HS class. UT-Austin and A&M would be worth it but if their options are Texas Tech, Texas State, etc....

losing out on thousands of dollars per student, per semester, when in reality, probably 90% of these students wouldn't have attended LSU without the waiver

Being that enrollment didn't see a sharp decline, I am willing to bet they filled these seats with out-of state/country kids who were willing to pay the fee.

Let's isolate the people leaving to get higher paying jobs instead of celebrating it, that will definitely increase alumni support and donations.

You saying LSU is better than every college in Texas except UT and A&M so it would be worth paying extra to send them out of state to LSU? Why not pay out of state for a better school then? Louisiana is a shite show politically. By the time my kids are in college I’m sure LSU won’t be anything close to what it was when I went but the cost will be $20k a year for an average education. You’d be crazy to pay for that if you want what’s best for your kid. I won’t pay for Bama but anything else goes.
