This was back in 1999, but I went to high school in FL, but my dad lived in Louisiana. I still qualified for TOPS but had alternate academic requirements I had to meet in order to be eligible. (alternate meaning much easier) I had no GPA requirement, no required courses (physics, etc). I only had 2 requirements; to graduate high school, and score at least 3 points higher on the ACT than what the state average for Louisiana was for that year (was a 19).

As for legacy scholarships to get in-state tuition, I would guess that the majority of LSU grads that leave Louisiana go to Texas. Just get your kids set up to qualify for the Texas Tiger Scholarship program, and there you have it. LINK
